Industrial Park & Manufacturing Location Strategy

An industrial park is a master-planned area designed for manufacturing, logistics, warehousing, and other industrial activities. It provides ready-to-use infrastructure, reliable utilities, and strategic access to transportation networks, helping businesses reduce setup costs, improve operational efficiency, streamline supply chains, and support long-term growth.

Indonesia has well over 100 designated industrial estates spread across the archipelago, with the highest concentration in West Java, Banten, and the greater Jakarta area. New estates continue to be developed as manufacturing investment grows, particularly along the Java economic corridor.

The most suitable estates combine reliable power and water, wide road access, proximity to seaports and airports, and a ready workforce. Estates in West Java such as those in Karawang and Subang are especially favoured for manufacturing thanks to their infrastructure and connectivity to Jakarta and major ports.

Building inside an estate gives immediate access to permits, utilities, and shared facilities, with lower upfront infrastructure cost and faster time-to-operation. The managed environment also handles waste treatment, security, and maintenance, letting companies focus on production.

Assess location and logistics, utility capacity (power, gas, water), land status and pricing, available incentives, and the estate's track record and tenant profile. Aligning these factors with your operational needs ensures long-term efficiency.

Common types include general manufacturing estates, special economic zones (SEZ/KEK), bonded zones, technology parks, and eco-industrial parks. Each offers different incentives, permitted activities, and infrastructure focus.

Key factors are electricity and gas capacity, clean and waste water systems, road and port connectivity, telecommunications, and the readiness of supporting facilities such as dormitories, commercial areas, and emergency services.

Reliable utilities keep production running without costly interruptions, while strong connectivity to ports, highways, and airports reduces logistics time and cost. Both are decisive for competitiveness and supply-chain resilience.

Industrial Investment & Business Setup

The main land titles are Hak Guna Bangunan (HGB / Right to Build), Hak Milik (Freehold, for Indonesian citizens), Hak Pakai (Right to Use), and Hak Guna Usaha (HGU / Cultivation Right). Foreign-owned companies (PMA) typically operate on HGB within industrial estates.

The general path is establishing a legal entity (usually a PMA company), securing land within an industrial estate, obtaining building and environmental permits (PBG and environmental approval), constructing the facility, and finally obtaining the certificate of worthiness (SLF) before operation.

Depending on sector and location, investors may access tax holidays, tax allowances, import-duty facilities (e.g., KITE / master list), and VAT facilities, alongside non-fiscal support such as streamlined licensing through the OSS system and assistance within special economic zones.

Verify the land title and zoning, confirm available utility capacity, check the master plan and building-coverage rules, understand maintenance fees and estate regulations, and review the incentives applicable to your sector before committing.
