The Patimban Access Toll Road, a project long anticipated by industry players, has officially moved into a new phase. This crucial road will connect the Cikopo-Palimanan (Cipali) Toll Road directly to the Patimban Seaport, significantly boosting logistics and connectivity.
This progress was solidified on January 24, 2023, with the signing of the Toll Road Concession Agreement (PPJT). The agreement took place at the Ministry of Public Works and Public Housing (PUPR) between the PUPR Ministry’s Toll Road Regulatory Agency (BPJT) and the Toll Road Business Entity (BUJT) PT Jasamarga Akses Patimban.
PT Jasamarga Akses Patimban is a consortium comprising major BUMN (state-owned enterprises), private companies, and BUMD (regional state-owned enterprises). Its members include PT Jasa Marga Tbk, PT Nusa Raya Cipta Tbk, PT Adhi Karya Tbk, PT PP Tbk, PT Wijaya Karya Tbk, and PT Subang Sejahtera.
As a National Strategic Project (PSN), the Patimban Access Toll Road boasts an investment value of IDR 5.03 trillion and comes with a 50-year concession period. Construction kicked off in the second half of 2023, and the road is targeted to be operational by the second half of 2024. This development marks a major step forward for infrastructure in West Java.
PUPR Minister M. Basuki Hadimuljono has urged all stakeholders, including the Central Government, Regional Governments, and Toll Road Business Entities (BUJTs), to expedite the Patimban Access Toll Road’s completion. The goal is to get the road operational by September 2024, as it will significantly speed up transportation and logistics flow across West Java Province.
Minister Basuki emphasized that while land acquisition and rapid physical development are crucial, the project must also prioritize quality. “Aside from focusing on land acquisition and accelerating physical development, the construction of the Patimban Access Toll Road must also prioritize quality. In the coming two years, we must prioritize quality, good aesthetics, and environmental sustainability, including the use of Domestic Local Components (TKDN)” he stated.
The Patimban Access Toll Road will be connected to Subang Smartpolitan
The Patimban Access Toll Road, a 37.05 km thoroughfare, will be constructed in a joint operation between the Government and Toll Road Business Entities (BUJT), as stated by Danang Parikesit, Head of the BPJT Ministry of PUPR. Sections 1 (Junction Cipendeuy-SS Cipendeuy) and 2 (SS Cipendeuy-SS Pasir Bungur), totaling 14.11 km, will be built by PT Jasamarga Akses Patimban. The Government will handle the remaining 22.94 km, comprising Section 3 (SS Pasir Bungur-SS Tambak Dahan), Section 4 (SS Tambak Dahan-SS Pusakanegara), and Section 5 (SS Pusakanegara-Patimban).
This toll road is crucial not only for supporting Patimban Port but also for accommodating the increasing number of users due to new growth centers along its corridor. A prime example is the development of Subang Smartpolitan, an integrated township directly connected to Sections 1 and 2 of the Patimban Access Toll Road.
Significantly, Surya Internusa Group, the holding company of PT Nusa Raya Cipta Tbk (a member of the BUJT Consortium) and PT Suryacipta Swadaya (developer of Subang Smartpolitan), had previously envisioned a strategic synergy. This plan involved combining the development of Subang Smartpolitan with active participation in providing essential transportation infrastructure. The ultimate goal is to create an ideal environment for investors and businesspeople, thereby driving national economic growth.
Hudaya Arryanto, Managing Director of PT Suryacipta Swadaya and the developer of Subang Smartpolitan, shared his enthusiasm for the upcoming Patimban Access Toll Road. “We are very enthusiastic about the construction of the Patimban Access Toll Road that is starting soon,” he stated. “We believe the Patimban Access Toll Road will be the driving force and backbone for the development of new cities and industrial estates in the Subang and West Java regions, including our estate, namely Subang Smartpolitan.”
He highlighted that Subang Smartpolitan, spanning 2,717 hectares, is an integrated township development embracing a “smart & sustainable” concept. This involves deploying IoT-based smart infrastructure and facilities designed to meet the industrial, business, and social needs of the region. Subang Smartpolitan boasts a strategic location within West Java’s industrial heartland, offering excellent connectivity to the Trans Java toll road, Patimban Port, Kertajati International Airport, and other vital national infrastructure.
