The construction of the Patimban Access Toll Road, which will connect the Cikopo-Palimanan (Cipali) Toll Road with the Patimban Seaport, has been eagerly awaited by industry players has entered a new phase. This was marked by the signing of the Toll Road Concession Agreement (PPJT) between the Toll Road Regulatory Agency (BPJT) of the PUPR Ministry and the Toll Road Business Entity (BUJT) PT Jasamarga Akses Patimban at the Ministry of Public Works and Public Housing (PUPR) on January 24, 2023.
PT Jasamarga Akses Patimban itself is a BUJT formed by a consortium of BUMN, private and BUMD, namely PT Jasa Marga Tbk, PT Nusa Raya Cipta Tbk, PT Adhi Karya Tbk, PT PP Tbk, PT Wijaya Karya Tbk, and PT Subang Sejahtera.
The Patimban Access Toll Road is one of the National Strategic Projects (PSN) which has an investment value of IDR 5.03 trillion with a concession period of 50 years. Construction will start in the 2nd half of 2023 and is targeted to be operational in the 2nd half of 2024.
PUPR Minister M. Basuki Hadimuljono in his directive stated that all related parties, both the Central Government, Regional Governments and BUJTs, must work faster to meet the target of having the Patimban Access Toll Road operate in September 2024, because the Patimban Access Toll Road will speed up and expedite transportation and flow of logistics in West Java Province.
“Aside from focusing on land acquisition and accelerating physical development, the construction of the Patimban Access Toll Road must also prioritize quality. In the coming two years, we must prioritize quality, good aesthetics and environmental sustainability including the use of domestic products, Local Content (TKDN),” said Minister Basuki.
The Patimban Access Toll Road will be connected to Subang Smartpolitan
Quoting Danang Parikesit’s remarks as the Head of the BPJT Ministry of PUPR, the Patimban Access Toll Road has a total length of 37.05 Km and consists of 5 Sections whose construction will be carried out as a joint operation by the Government and BUJT. Construction of Section 1 Junction Cipendeuy-Simpang Susun (SS) Cipendeuy and Section 2 SS Cipendeuy-SS Pasir Bungur with a total length of 14.11 Km will be carried out by PT Jasamarga Akses Patimban. On the other hand, the construction of Section 3 SS Pasir Bungur-SS Tambak Dahan, Section 4 SS Tambak Dahan-SS Pusakanegara and Section 5 SS Pusakanegara-Patimban with a total length of 22.94 km will be carried out by the Government.
Not only does it support the activities of Patimban Port, the potential for increased toll road users is also getting higher with the presence of growth centers along its corridor, such as industrial designation which has started with the construction of Subang Smartpolitan, an integrated township development that will be directly connected to Sections 1 and 2 of the Patimban Access Toll Road.
Previously, Surya Internusa Group, which is the holding company of PT Nusa Raya Cipta Tbk (a member of the BUJT Consortium) and PT Suryacipta Swadaya (developer of Subang Smartpolitan) had planned a strategic synergy in the form of developing Subang Smartpolitan combined with participation in the provision of transportation infrastructure. In order to create an ideal city for investors and businesspeople, so that in the end it can contribute to driving national economic growth.
Hudaya Arryanto, Managing Director of PT Suryacipta Swadaya – the developer of Subang Smartpolitan said “We are very enthusiastic about the construction of the Patimban Access Toll Road that is starting soon. We believe the Patimban Access Toll Road will be the driving force and backbone for the development of new cities and industrial estates in the Subang and West Java regions, including our estate, namely Subang Smartpolitan.”
He mentions, Subang Smartpolitan (2,717 hectares) is an integrated township development with a “smart & sustainable” concept that applies IoT-based smart infrastructure and facilities to accommodate industrial, business, and social needs in the region. Strategically located in the industrial center of West Java and connected to the Trans Java toll road, Patimban Port, Kertajati International Airport, and other major national infrastructure.
